What should a store do when its consent banner breaks the checkout?

When a consent banner breaks the checkout, treat it as a revenue incident first and a compliance question second. Reproduce it with the banner's default state, check whether the banner script errors before checkout loads, and look for consent-gated tags the checkout depends on. Most breaks come from one of three causes: the banner script throwing an error that halts later scripts, a consent state that checkout scripts misread, or a tag manager container that blocks checkout code until consent resolves. Fix the mechanism, then re-verify consent behavior.

Reproduce it like a shopper, not like a developer

Clear your cookies, load the store, and take the exact path a shopper takes: dismiss or accept the banner, add a product, go to checkout. Note the banner choice you made, because the break often depends on it. A checkout that works after "accept all" but breaks after "reject all" points at consent-gated code. A checkout that breaks either way points at the banner script itself.

Record the browser console during the reproduction. A consent script that throws on load can halt every script after it, including checkout code that has nothing to do with consent. The console usually names the culprit in one line.

Check the script order before the consent logic

Many breaks are load-order problems. If the banner script loads synchronously in the head and errors, everything below it waits or dies. Consent scripts should load in a way that cannot block the page: deferred, asynchronous, or with error handling that keeps the rest of the page alive. A consent tool that can take down checkout is a single point of failure, and single points of failure need bulkheads.

Also check what the banner does while it waits for a choice. A banner that overlays the page and blocks interaction until the shopper chooses is hostile on any page, but on checkout it is a conversion killer. Consent interfaces should never trap the shopper on the page where they pay.

Look for consent-gated dependencies in the checkout path

The subtler break is a checkout that depends on a tag the consent setup blocks. Analytics, fraud checks, and payment method scripts sometimes load through a tag manager that holds them until consent resolves. If the shopper rejects, the tags never fire, and the checkout feature built on them silently fails.

Audit which scripts the checkout actually needs and make sure none of them wait on a marketing consent decision. Security and fraud tooling generally does not need marketing consent to run, and payment scripts certainly do not. Map the dependency chain and break the false couplings.

Re-verify consent after the fix, not just checkout

Fixing checkout by loosening the consent setup can create a compliance problem. After the repair, re-run the consent verification: reject all, confirm marketing tags stay blocked, accept, confirm they fire. The goal is checkout that works in every consent state, with consent behavior intact in each one.

Add this scenario to the pre-holiday test plan. Consent, checkout, and tag changes all interact, and the interaction only gets tested if someone writes it down. A store that tests consent and checkout separately will keep rediscovering this bug.

Make the banner failure impossible by design

The long-term fix is architectural: the consent layer should never be able to break the purchase path. That means the banner script loads asynchronously with error isolation, no checkout-critical script waits on a consent decision, and the banner never blocks interaction on checkout pages. These are design constraints to give the implementation team, not incident responses.

Review the constraints after every consent tool change, tag manager change, or checkout customization. The three systems evolve independently, and the break always appears at their intersection. A short integration checklist, run before any of the three ships, catches most of these before shoppers do.
